My Internet buddy Likeit's1985 lives in the state of Washington, and he has a car. I on the other hand live in the greatest city in the world and I use public transportation.
My point is that it doesn't matter where in the world you live, you can always find toys.
But some places don't have Toys R Us, like Santo Domingo for instance.
So what you can do is go to the "city" part of your town. That's where all the businesses are located, and see if you check out any stores that look like they may carry some toys.

What do I mean by "look like they may carry some toys"?
I have never entered a Mandee store, JC Penny or Sears looking for toys. I tried Sears once, a long time ago during the Christmas season, but a few months later they didn't have anything. Must be a seasonal thing.
Some stores may be a little unnoticeable to the action figure collector. And you may stumble into toys in the weirdest shops. I have to admit I didn't know Barnes and Noble carried toys until I saw them listed on Spawn.com as one of the shops that carry Halo figures.

Keep in mind which ones do and which ones don't. So in the future you don't waste your time.
Little "Mom and Pop" stores and discount stores are your best bet to find something. Although a lot of stores won't carry all the lines you collect, but you may find something old, or something cheap.
You can use Google maps or Hopstop to get directions. Also join some toy forums and see if there is a sightings section with your state or city on it..
Here's a list of big chain stores that I visit that carry toys. Keep in mind they have a toy section. But don't always have the action figures you're looking for.
